Nicholas Jackson, 31, and Sarah Keeble, 24, both of Arcata, were arrested and booked into the Humboldt County Jail on the following charges:
Due to possible electrical fire hazards at both residences the Humboldt County Building and Planning Department and Pacific Gas and Electric were notified. The Building and Planning Department responded and told the agents there was a fire and electrical hazard. Electrical service to both residences was shut off.
A total of 1,449 growing marijuana plants ranging from 1 ½ feet tall to 4 feet tall were located along with 180 pounds of marijuana bud.

Officers then searched Millsap’s residence, where they located multiple pieces of tinfoil with useable amounts of burned heroin on the tinfoil. Officers located 420 grams of marijuana hash, five individual one bags of processed marijuana buds, and 287 growing marijuana plants that ranged in size from one inch to two feet in height.
During a subsequent investigation, approximately 111 pounds of processed and packaged marijuana was located inside the Jeep.
Koopman was placed under arrest for cultivation and possession for sales of marijuana, for maintaining a residence for manufacturing of a controlled substance. Koopman was also arrested for child endangerment because of the electrical fire hazard associated with the indoor marijuana growing operation.

Officers located a large scale commercial marijuana growing operation on the property. Officers detained six subjects on the property when the search warrant was served.
Officers learned in their investigation that Liles was responsible for the indoor marijuana cultivation at the residence located on Upper Bay Road along with his residence located on Kelly Avenue.
