LISCOM SLOUGH BLUES Despite falling within the jurisdiction of an alphabet soup of law enforcement and environmental organizations, it falls to one man, Ted Halstead to patrol, publicize and clean up the wretched refuse regularly deposited along Liscom Slough at Jackson Ranch Road. “It looks like we missed the party last night,” Halstead remarked last Tuesday morning, Nov. 5, on discovering this mess.
